I put bows on all the female dogs I groom. Even those with only about 1/4 inch of hair.
I make my own bows and use rubber bands. I wrap the rubber federate around a hemostat (could also use tweezers) like 2 or 3 times, grab a piece of hair with the end of the hemos then slide the bow down onto the plaits as I pull the hemos back.

Do you put in an elastic before putting the bow in? An elastic will help keep the hair in place. Your dog righteous needs to get used to having a bow in her hair. Have you ever seen a shih tzu, maltese, or yorkie at a dog show? They all have beautiful crumb bows. They don't pull them out, because they have been wearing them from day one.
